Why? To highlight in the world the American cultural vitality as opposed to the rigidity of Soviet culture. It was the secret weapon of 1947 to fight the Cold War.
Here is a proof. It was 1958 and the traveling exhibition "The New American Painting", with paintings by Pollock, de Kooning, Motherwell etc ..., on that date was in Paris. The London Tate Gallery wanted this show but could not pay the cost of transportation. Julius Fleischmann, a billionaire of the time, paid for the transport. Later it was discovered that the money was from the CIA. The artists never knew it.
